今回の”at the expense of “は、「～の費用負担で」という意味になります。同じような表現として、”at one’s own expense of …”や”at the cost of …”などがあります。もう一歩踏み込んだ表現としては、”at the risk of and for the account of …” 「～の危険と費用の双方を負担して」という状況に使われる表現もあります。”at the risk of …”や”at one’s won risk …”とは、「（物事に対して）責任やリスクをとる(負担する）」という意味合いになります。双方とも費用・リスク負担という非常に重要な場面に使われる表現ですね。
